stanowczo potępia działania władz białoruskich wymierzone w
Związek Polaków na Białorusi, największą pozarządową organizację,
która reprezentuje interesy społeczności polskiej na Białorusi.
Uważamy, iż władze białoruskie jawnie ingerują w działalność
pozarządowego, niezależnego stowarzyszenia i uniemożliwiają
kształtowanie się społeczeństwa obywatelskiego na Białorusi. Te
działania rządu są sprzeczne z przyjętymi przez Białoruś
międzynarodowymi zobowiązaniami w ramach ONZ (Pakty Praw
Człowieka) i w OBWE (Dokument Kopenhaski z 29 czerwca 1990 r. i
Dokument Moskiewski z 4 października 1994 r. - obydwa dotyczą
wymiaru ludzkiego OBWE).
Jesteśmy oburzeni kontynuowaniem przez władze białoruskie
haniebnej praktyki bezpodstawnego zatrzymywania i prześladowania
dziennikarzy oraz działaczy Związku Polaków na Białorusi..
Władze Białorusi wywierając niedopuszczalny nacisk na niezależne
pozarządowe organizacje, łamią nie tylko zobowiązania
międzynarodowe, ale również normy prawa wewnętrznego. Działania te
pozostają w jawnej sprzeczności z przyjętymi europejskimi
standardami dotyczącymi praw mniejszości. Jesteśmy oburzeni
narastającą agresja. Zastraszanie działaczy związku przez
aresztowania i bezpodstawne przetrzymywanie w nieludzkich,
więziennych warunkach postrzegamy jako akt łamania praw człowieka
i podstawowych zasad wolności.
Związek Polaków na Białorusi od 1996 roku jest członkiem
Europejskiej Unii Wspólnot Polonijnych, zrzeszającej 41
organizacji z 29 państw europejskich. Dlatego też zwracamy się do
Komisji Europejskiej o podjęcie zdecydowanych działań
zmierzających do poszanowania na Białorusi fundamentalnych zasad
prawa międzynarodowego, wielostronnych zobowiązań przyjętych w
ramach OBWE oraz traktatów dwustronnych.

The Union of Polish Communities in Europe (EUWP) condemns the
activities of the Belarusian authorities targeted at the Union of
Poles in Belarus (ZPB), the largest non-governmental organization,
which represents the interests of the half million strong Polish
community in Belarus.
We consider hat the Belarusian authorities are interfering openly
in the activities of a non-governmental independent association
and are preventing the development of a civil society in Belarus.
These activities by the government authorities are in conflict
with the international obligations accepted by Belarus within the
UN Conventions of Human Rights, the CSCE Document of the
Copenhagen Meeting on the Human Dimension of the CSCE of 29th
June 1990 and the CSCE Moscow Document on the Human Dimension of 4th
October 1994. Belarus was a signatory of the Helsinki Final Act of
26th February 1992 and Charter of Paris on 8th
April 1993.
We are outraged by the Belarusian authorities continuation of its
shameful practice of holding without charge and persecuting
journalists and ZPB elected officials and activists in Belarus.
In applying unacceptable pressure on independent non-governmental
organizations, the Belarusian authorities are in breach of their
international obligations and in conflict with their own internal
law. These activities remain in clear defiance of the accepted
European standards and conventions on the rights of minorities. We
are outraged at the increasing aggressiveness. The intimidation of
ZPB members through arrests and unwarranted detention in inhuman
prison conditions we consider to be a contravention of human
rights and of the basic principles of freedom.
The Union of Poles in Belarus has been a member since 1996 of the
Union of Polish Communities in Europe, which consists of 41 member
organizations from 29 European countries. That is why we appeal to
the European Commission to take decisive action with the
aim of obliging the authorities in Belarus to respect the basic
principles of international law, and the multilateral obligations
assumed by them within the framework of the Organization for
security and Cooperation in Europe, as well as in bilateral
treaties.
